Following introductions, John Loreti gave a history of planning awareness.
Highlights were that the Town had adopted a Land Use Plan in March of 1998. After
which the State of Wisconsin signed a Comprehensive Plan Law, 66.1001, that states
towns must have a Comprehensive plan in place by January 1, 2010. In July of 2006 the
Town Board asked Foth for a“gap”analysis of current plan to comply with this new law.
Project Planner, Angela Gorall presented our objectives and a brief overview of the State
of Wisconsin’s Comprehensive Planning Law
Project Planner Gorall asked the Town Board and Plan Commission to review a proposed
Public Participation Plan as well as a Town Plan Commission Ordinance
Angela Gorall and James Loreti performed an“Issues and Opportunities”exercise, this
to understand the most important issues and opportunities which will help in developing
the goals of the comprehensive plan. It was noticed that a similar exercise completed
for the 1998 plan had similar results. Both times most important to those present were
the preservation of farmland and the rural landscape. Some of the issues expressed
were the loss of farmland, unchecked development- both residential and commercial,
and“mega”farms. Some of the opportunities expressed were the agricultural based
community, recreational land, and rural landscape with access to good schools, new
hospitals and larger urban centers.
Planner Angela Gorall presented the Vision Statement from the 1998 plan. She stated
that a vision statement is not required by state statute. After review it was unanimously
decided that the 1998 Vision Statement was a good statement, still pertained and should
be included in the new plan.
Chairman Kirchberg offered to the board that the mapping for the project would be
completed by Dodge County at a cost of $2,000.00. In turn, Foth has agreed to deduct
the amount of $2,000.00 from their plan cost.
Angela Gorall asked that the board to review the maps currently used by Dodge County
for any changes. It was determined that the current land use map from Dodge County
will be the starting point from which the new plan will commence.
Discussion began regarding a Community Survey. It was decided to forgo a survey and
pursue the possibility of sending postcards to all property owners informing them of the
new plan and the public informational meeting tentatively scheduled for April 18, 2007
at 6:00 PM. Planner Angela Gorall will present a cost.
Next“working”meeting will be during the monthly board meeting of February 14, 2007
at 6:00pm. Board is to review the Public Participation Plan, Town Plan Commission
Ordinance, and the Map 4-9 of the Utilities and Community Facilities.

2007 at 6:00 PM
